A corrupt profile can cause this. Check:
929270 - You cannot set a redirected printer as the default printer
in a Windows Server 2003-based terminal server session

The problem is as next..
On a windows 2003 64 bit terminal server we installed a couple
of printers. The problem is that when a user logs on to the
terminal server with Remote desktop, it is not possible to set a
printer as default.
Start-->Settings-->Printers & Faxes, Click right mouse button
and chose set as default printer. Simply nothing happens or is
changed
Is there anyone that can tell me were the problem could be? My
assumption is that there are some policy problems, I allready
gave the client administrator rights
When i log on to the terminal server as administrator using
remote desktop i can set the printer as default
