Error :the system has reached its licensed logon

hi,

We installed new server with terminal server and citrix. Its installed
in application mode only. Whenever i tried RDP session by using the
server admin previlages its connected with no errors( in all admin
user accounts).

But while i trying by some normal user account its giving the errror
message "The system has reached its licensed logon ".

I added the user in RDP user list and also RDP group is given rights
to locally logon everthing.

Licence is configured thru proxy.

Help to recover from this
