Hi,

If the user account is an admin account, User Access Control (UAC) in Vista will sometimes not allow admin tasks to be directly available.
You might have to "run as elevated".

I have a problem that is a variation of this thread;
In Vista Ult., I have been having problems getting the system icons Volume,
Netword, and Power to stay checked.
Not only will they not stay checked (during session or reboot), but
sometimes that are not accessible at all (greyed out).
Any obvious reasons for this?
Also mouse setting do not stay put after reboot...
What gives?

The URL for the Tool Tip Manager program is

Tool Tip Manager is the only program that I know that will PREVENT the
problem for occuring; a true fix. It will also let you customize the
appearance of the tool tips (font & color), set the various delay
timers, or even hide them altogether.

You will find a picture very similar to the one in your post there!
