Could you also verify if the same "hangs" are experienced when Outlook 2003 is used without Terminal Services ?
If Outlook hangs without TS also, please try these newsgroups also:

Hello
I have 2 customers who both run Outlook 2003 through Terminal
services/Citrix. Both use Published Applications
When they are using the client they get numerous 'hangs' on the system where
Outlook won't respond or they have emails that seem to sit in the Outbox for
ages.
There are no obvious signs on the server to say why the app hung nor are any
errors generated.
Both are connected to the same Exchange server and both systems are setup in
a similar manner.
Any help greatly appreciated.
