Expire licenses?

I have 5 device cals for my terminal server, which in I have a dozen or so
users with varying desktops to access the TS. Is there a way of expiring a
license after a client logs off. My idea is to have 5 concurent users,
regardless of where they are, logon to the system at one time.
I am trying to get on to the system but I am recieving a the following error
messages:
Event ID: 21
The Terminal Server Licensing server SVMILE02 has no permanent licenses for
product 'Windows Server 2003 - Terminal Server Per Device CAL Token'. Use
Terminal Server Licensing administrative tool to register more licenses. The
Terminal Server 'xx.xx.xx.xx' was refused licenses of type 'Windows Server
2003 - Terminal Server Per Device CAL Token' due to this condition.
and
Event ID 1028
The terminal server client 'CLientname' has been disconnected because its
license could not be renewed. The license server 'servername' was contacted
to get Windows Server 2003 - Terminal Server Per Device CAL Token. license
for this client.
