Office 2000 splash screen on Windows 2003 Server with Terminal Services

I've installed Office 2000 on some TS Servers running Windows 2003, using the termsrvr.mst transform file, but for some reason the splash screen is still coming up in the full graphical style and not in the plain text style that it does on Windows 2000.
Can anyone help?
