While I agree that it may be overkill, it is the only guaranteed way to assure that some devices will not be denied access *without* having an administrator manually intervene. There are cases where someone is out of town, or otherwise doesn't connect their device to the TS for an extended period.
When they attempt to connect during a TS license server outage, the device is unable to renew its expired permanent license. Purchasing a small excess of licenses, say 10%, and distributing them across two servers is not foolproof either, because there is no guarantee that the TS license servers will issue/reissue CALs evenly.
Without purchasing double, it is only a matter of time before some clients will be denied access.

If a server goes down, it does not mean that clients who received
their TS CAL from that LS are denied access at once. Most of them
still hold a valid license and will be able to continue working
(assuming that both of your servers can take the full load of all
users in case one server goes down).
Since the TS tries to renew a license 7 days before it actually
expires, this gives you a week to get your server up and running
again.
If that is not possible, you can always phone the Clearinghouse and
get your licenses reissued for installation on the remaining
server.
