MS TS 2003 - Caps Lock - out of sync

Hello,
Windows 2003 Standard TS
One of user report problem with out of sync Caps Lock key. When green light from Caps Lock is on, user have low case leters, when is off leters are high. In most case it's happend in the middle of work day... in local system Caps Lock works fine without out of sync.
Any idea how to resolve this key ?
