I have heard of cases where certain application issues will prevent the shutdown from happening, but I've never heard of a service issue. I would suggest testing the solution in your environment.

The 'TSSHUTDN' command should allow you to reboot.
I saw that in the doccumentation, but wasn't sure. Thanks.
I am still a little concerned that the problem with the spoolsv will hang
the shutdown command. Is this a valid concern?
