Unfortunately, installing 5 new TS CALs as Per user TS CALs is
possible, but not very usefull.
A TS Licensing Server can issue both Per User and Per Device
licenses, but a Terminal Server can only use one type.
So if you switch your TS to use the Per user licensing mode, it
will not be able to use your Per Device TS CALs anymore.

Wow. You've been tremendously helpful! Now that it is boiling
down I think I can just about leave you alone. My tech called
Microsoft to see if we could get the license shifted from per
device to per user. Microsoft stated that since I got the ts
cals from Dell when I bought the server pre-loaded, that I
needed to call Dell and ask them. I tried that and the folks at
Dell didn't know squat and weren't any help at all, but given
what Microsoft said, and what you are saying it looks like that
is what I need to do - push Dell to make it happen. Does that
sound right to you?
Lastly, if I can't get DELL to make a change as I understand it
I could buy 5 more TSCALS and install them in per user mode,
even though my current 5 are in per device mode. Is that
correct? If I do that, how does the system know which license
to hand out - or is it smart enough to realize that if I'm
connecting and already have a per device license then it will
not allocate me a per user one?

Yes, Per server licensing is per concurrent connection, but it
doesn't apply to Terminal Services licensing, only to server
licensing (Windows CALs, not TS CALs).

1) On the Windows Server 2003 R2 Client Access Licensing
Overview, it just talks abouts CALS when explaining per
user/device and per server mode. Does that apply to TSCALS?
No, it applies only to CALs, as stated in
Q. What is the difference between "types" of CALs and
"licensing modes" for CALs?
2) Can I switch from Per User/Device MODE to Per Server MODE
for my TSCALS?
Yes, you can switch the licensing mode on the TS, but as I
wrote previously, you also must install the appropriate (= Per
User) licenses.
3) I've read posts where people say that you

No. From my first answer:
Instead, you have to phone the Clearinghouse and request new
licenses. A one-time switch of Per Device TS CALs into Per
User TS CALs is allowed if you have software Assurance on
your current Per Device TS CALs.

No, TS CALs are either Per User or Per Device
5) How can I force a license to expire? 2 machines that are
holding device licenses I don't even have any more. 1
crashed, and the other lease expired and was sent back to the
manufacturer. How can I free up the assigned TSCALS without
waiting for the time to expire?
You can't, and it shouldn't be necessary either.
TS CALs have an expiration date of 52-89 days after issueing.
Licenses that are not used (because the client does not
connect to the TS anymore) will automatically be returned to
the LS after the expiration date. In the meantime, your new
clients will get a temporary TS CAL, which is valid for 90
days.
Note that these time periods are choosen to make sure that your
temporary license lasts long enough for the old license to
become available again. So replacing one client with another
can never cause you to run out of TS CALs.
If you are reaching the end of the 90 day temporary license
period without having TS CALs available, it means that you have
been connecting more clients than you have TS CALs and you
simply have to buy more TS CALs.

Firstly, I've read many of the license switch posts here.
Gee, with so many post/problems maybe MS could come up
with a simpler solution...
MY TS server was in per-device mode. I went in and simply
changed the parm to per-user mode. It seemd to let me do
the switch ok, yet when I go to the Terminal Server
Licensing screen it shows Windows Server 2003 - Terminal
Server Per Device CAL Token, and shows the 5 licenses
still issued to the 5 machines.
Will this display change? Did I really make a change or
only think I did? Will the Device CALS have to expire
(they are all in use right now) and then go back into the
pool to be issued again as Per User CALS?
