The errors appears like that:
1º- Windows was unable to load the registry. This is often caused by
insufficient memory or insufficient security rights.
DETAIL - <detail message>
2º - Windows cannot load the locally stored profile. Possible causes of this
error include insufficient security rights or a corrupt local profile. If
this problem persists, contact your network administrator.
DETAIL - The process cannot access the file because it is being used by
another process.
3º - Windows has backed up this user's profile. Windows will automatically
try to use the backed up profile the next time this user logs on.
4º - Windows cannot find the local profile and is logging you on with a
temporary profile. Changes you make to this profile will be lost when you log
off.
My Server is a HP DL380, Xeon, 2 GB RAM.
The problems occur with all users. I recreate and the problem remains.
When restart the server the problem returns but not immediately.
The permissions are ok in home folder and c:\documents and settings\)
The firewall is disabled in W2K3.
The performance is fine, never reach the top of processor or Memory.
Any clue, TP?

Thank you for responding. Please copy and paste the errors in
the order they occur when a user logs on. If you double-click
the event entry, there is a copy button. The copied entry will
contain your server's name, so you may want to edit your
reply before posting and change it to "servername" or something
generic.
If you do change the server name, please keep the names
consistent. For example, if multiple server names are referenced
in the entries, rename each unique name to something different
and use that name for every occurance of the original name.
Does this problem occur with *all* users, or just some?
You say that the problem persists after a restart. Do you mean
that immediately after a restart the first user that attempts to
logon receives the same error?
Have you checked the permissions on the profile share/folders and
the local profile storage location (c:\documents and settings\)?
Related to the above question, have you verified that the
path to the roaming profile location is specified correctly,
and that it exists?
If you re-create the user's profile, are they able to logon
successfully without errors?
Do you have firewall/antivirus/etc software running, perhaps even
the built-in windows firewall?
Did this server work correctly at one time and then something
changed, or has it not worked properly from the start?
Please open up Task manager on your server while users are
logged on, and reply with the numbers on the Performance
tab for the Physical Memory, Commit Charge, and Kernel
Memory sections. You can Pause the display by choosing
View-->Update Speed-->Paused. This will allow you to
copy the numbers.

- the number of the users is, more or less, 10 users in use;
- even restarting the server, the problem persists;
- with the errors the users can log on the server but using a
temporary profile;
- I already have installed UPHClean but the problem still persist;
