On first connection, a temporary license is issued. On the second
connection, a permanent license is issued.
Maybe those 2 workstations have only connected once?

I set licensing up and it is working I think. I have one other
question. I see one "built-in" license issued for a workstation
I am sure has never connected, which is good. I also see 2,
90-day temporary licenses issued for Windows XP Pro
workstations. Why might they have not been permanent, built-in.
Could it be because of connecting to the SBS via RDP?

Yes, a 2003 TS Licensing Server does also contain the "Existing
Windows 2000 Per Device TS CALs", i.e. the built-in pool of TS
CALs for W2K and XP Pro clients.

Licensing must be on the SBS. I have 2 questions;
1. Will the SBS 2K3 License server still allow for the
built-in TS Cals from our W2K and WXP workstations.
2. If not, can the TS be Promoted to DC and the License
server run there.
