If I could try SDSL I would, but that isn't an option at this location.

It's tough to recommend a T1(that's the only option besides ADSL at this location) for my company at a greater cost and then potentially still have the problem.
I'm sortof positive it's the ADSL, just want to be 99.999% sure before I tell management, Yes, we need T1.

I know T1's have come down in price but they still can be a little expensive for small companies. You may want to try SDSL for $150
a month. You could try it side by side with your current connection
to see if that is any better. Just pay the higher Month-Month fee and
see how it works out. If it works out better, you can then try to justify the added expense to management.
