There is absolutely no reason to elevate user rights to power user or
administrator. Elevating user rights can actually make the problem worse, as
they'll see every session printer, instead of just their own session printers.

If this works via Remote Desktop Client, but not via Citrix ICA Client, then
it's a Citrix issue, not rights issue.

Does this same problem exist with the Microsoft Remote Desktop Client?

There are many printing hotfixes for Citrix PS4 printing. Have you
applied
any Citrix Hotfix Rollups to Presentation Server 4.0?

Adding users to the administrators group is not the answer.
