Yes, Adobe has, in version 7.0 :-)
The Adobe Acrobat 6.0 for Microsoft Windows Terminal Services User
Guide states under Troubleshooting - Known restrictions:
"Since the Distiller feature has to run on the server, an
Administrator login session must be running on the server
to create a PDF on a WTS client. Refer to your WTS documentation
for guidelines on locking and auto login."
The Acrobat 7.0 User Guide does not mention this restriction.

Hello,.
I've tried several PDF writing options and all things being
equal one thing remains the same "I must be logged on to the TS
as an administrator in for the PDF to write corectly" now this
has to be some sort of permissions thing but I haven't been able
to find any concrete answers.
I'm currently using the Adobe PDF Writer version 6.5 and the
port of the printer is set to a network share where everyone has
r/w/m. It works like a charm as long as i'm logged in as
administrator to the machine, otherwise it fails.
Any one who has resolved this?
Thanks.
