As I wrote, it's perfectly possible to redirect Desktop and Start
Menu with a local policy, but all policy settings will apply to
Administrators as well, since you cannot filter on Security Group,
as you can will a domain-wide GPO.
Actually, it *is* possible, but not practicle. I assume that you
have read this article:

Let me reverse the problem: why are you hesitant to create a
domain?

After more headscratching, found it was it was: Apparently,
those programs won't run if the user isn't a member of Admins.
Not very secure, but that doesn't surprise me.

But the problems remains: Does it mean that the only way to have
per-user profiles to customize the Start menu and Desktop is to
run a domain and AD, ie. no way to get this with just a
stand-alone, workgroup server?
