After more headscratching, found it was it was: Apparently, those
programs won't run if the user isn't a member of Admins. Not very
secure, but that doesn't surprise me.
But the problems remains: Does it mean that the only way to have
per-user profiles to customize the Start menu and Desktop is to run a
domain and AD, ie. no way to get this with just a stand-alone,
workgroup server?
