Yes. Every remote connection to a TS requires a CAL of its own, unless you
are using the Internet Connector license model (if that even still applies
to 2003).
So if Server 1 is the licensing server and 3 remote users connect to it,
then yes, two other remote users can connect to Server 2. Any combination of
users that add up to your five licenses can connect to the two different
servers, but you cannot exceed the 5 CAL total between the two servers. If
five remote users connect to Server 1, then they will each take a CAL and
you cannot have anyone connect to Server 2.

If two 2003 servers are installed as workgroup servers in the same
workgroup, ie. there's no AD installed, and one of the servers has 5
TS licenses, can the other W2003 server run the TS service and handle
incoming TS clients by using one of the licenses from the other
server?
