One workgroup, two 2003 Servers sharing licenses?

Hi
If two 2003 servers are installed as workgroup servers in the same
workgroup, ie. there's no AD installed, and one of the servers has 5
TS licenses, can the other W2003 server run the TS service and handle
incoming TS clients by using one of the licenses from the other
server?
