Type "mstsc /console" (without the quotes) in a command window.
That's all the instructions there are.
What it does is to start the normal renote desktop client, but
makes a connection the the console session on the server, in stead
of a normal (non-console) session.
Very useful when you have applications which are not really TS-
compatible and display errors or warnings or other dialog boxes
only in the console session.
But if you already have tried on the physical console, then a
console session is not going to do you any good.
Did you run a Resultant Set of Policies? The answer to your problem
lies somewhere in the GPOs.

Have you tried if it works when you connect to the console
session, with mstsc /console?
If that doesn't work either, check this setting in *all* GPOs
which apply to your TS and user account (use Resultant Set of
Policies to find them all):
Computer Configuration - Administrative templates - Windows
Components - Windows Installer
"Allow admin to install from Terminal Services session"

I am trying to install an application on Terminal Server
2003. (It is a communication manager for wireless
scanners) I have installed programs before without a
problem, but now I get this message..."the system
administrator has set policies to prevent this
installation" I have not set any new policies, any ideas?
