You need the Citrix hotfix.
The first line in the hotfix KB is:
This hotfix has been superseded by a more recent hotfix: CTX107782

And for both the old and the new hotfix:
Note: This hotfix can be applied only to a Windows 2000 Server with
MetaFrame XP Version 1.0 with Feature Release 3 and Service Pack 4
installed.

So you need XP 1.0 SP4 first. That's SP4 for *MetaFrame XP 1.0*,
not Windows 2000 SP4!

Service Pack 4 for MetaFrame XP 1.0 for Windows 2000 and Windows
2003

Which one (Citrix or Microsoft) of hotfix do you recommend?
I have tried to install XE104W2KR01 on my Citrix MetaFrame Xpa
1.0 (FR3 + SP3) for Win2k (Sp4 applied), whereas, the
installation failed because of following error

" The upgrade patch cannot be installed by the Windows Installer
service because the program to be upgraded may be missing, or
the upgrade patch may update a different version of the program.
Verify that the program to be upgraded exists on your computer
and that you have the correct upgrade patch."

Internet Explorer and Outlook Fail to Launch on MetaFrame XP
Feature Release 3 when Windows 2003, Service Pack 1 or Update
Rollup 1 for Windows 2000 Service Pack 4 is Installed

I have a Citrix MetaFrame Xpa 1.0 (FR3 + SP3) for Win2k (Sp4
applied). I have found that the Internet Explorer cannot
start over Citrix ICA session after the Update Rollup 1 for
Win2k Sp4 is applied to that server.

The Internet Explorer CAN be started at the server console,
but it cannot start when I connect to that Citrix server via
ICA Connection. If the Updaet Rollup 1 for Win2k SP4 is
uninstalled, then the IE can resume normal.

Following error is logged in the APPLICATION LOG of the
server:
