Assuming you don't have group policy to restrict the installation, you may want to install the application from Add/Remove Programs\Add new programs.

I am trying to install an application on Terminal Server 2003. (It is a
communication manager for wireless scanners) I have installed programs
before without a problem, but now I get this message..."the system
administrator has set policies to prevent this installation" I have not set
any new policies, any ideas?
