If you installed Terminal Services on a 2003 server, you installed
it in Application Server mode!
Then you have a 120 days grace period. After that, the TS must
connect to a TS Licensing Server. Failing to find one, you cannot
connect to the server anymore.

If you only need Remote Administration, then you should uninstall
Terminal Services completely, and just enable Remote Desktop for
Administration, in System - Remote.
Then there is no need for a licensing server at all, but you have a
maximum of 2 + 1 concurrent connections, for Administrators only.

Services in administrator mode does this allow for unlimited
access, or does the 128 day restriction apply if a license has
not been purchased?

In other words, after 128 days, if a license has not been
obtained is it entirely correct that terminal services can not
be used?

What is the actual cost?
