If your main Windows 2003 server is a Domain Controller, yes, it is
bad practice to run Terminal Services on a DC, for both performance
and security reasons.
Before you make any major investments, be sure to test if all of
your applications run in a terminal Server environemnt. Create a
test TS (can be on normal PC hardware, anything that can run
Windows 2003), install TS, install you applications and test, test,
test. Not only with an Administrator account, but also with a
normal user account. And don't forget to test the printing part of
your solution.

I am inclined to have Terminal Services run on its own box. Is
it bad practice to have clients running Terminal Services on our
main Win2003 Server.
We have approx 25 users. Half of them need new PC's. Instead
of upgrading all of theses PC's were are leaning towards
Terminal Services.
Of course, it would cost less in the way of server expenses.
