That's not how Remote Control works.
That's the method to connect to another terminal Server.

In stead, click on a session and choose "Remote Control" in the
menu. Note that you cannot use Remote Control directly from the
console of the server, you have to do it from within an rdp
session. So open your own session to the server, start TS
Manager, select the session and choose "Remote Control".

Tip: use "Help" in TS Manager - How To...

I see. So, the Remote Control feature can only control the
sessions to the physical server(s) which run Terminal Services,
right? If this is the case, it won't solve my problem.

If you want to interact with the clients desktop session (not
just the rdp session), then use Remote Assistance from your XP
client directly to the other XP client.

This is what I need (to control the client's desktop session, to
fix problems, show them how to do things, etc), but I need to
initiate the process myself instead of asking the clients to
invite me for remote assistance (so that I wouldn't need to
explain how to invite, etc). Is there any method for doing this
remotely from a server? If it can't be done using the tools
that come with Win2k3, is there any 3rd party application that
enables me to do this? (I know VNC does this, but it requires
the server to be installed on client computers, and is not
integrated into AD.)

You can do this from any XP client.
I think that you'd better post in an XP newsgroup.

But here's how you do it. On your XP client:
(translated from Swedish, so some menu items may have slightly
different names)
Start - Help and Support - Additional Resources - Tools - Offer
Remote Assistance - Type in the name of the client which desktop you
want to interact with.
