If that doesn't help, can you verify in Terminal Services
Configuration - Server Settings - Licensing that the server
really
is in "Remote Desktop for Administration" mode?

No need to check any further, this is a known problem with PS3, and
the Citrix article will solve the problem (unchecking "Allow
published applications only")

If it is, did you get any error messages when you installed
Terminal Services? Have you tried to uninstall it and install
again? And check the EventLog again for errors?

We installed it three times (w and w/o citrix)
