Along with using Mark's tools keep in mind that many 16 apps polled the
hardware.

So DOS based Foxpro apps did this in Win2k TS.

You might try installing the app on a workstation and use regedt32 to see
what registry rights are needed to any DLLs that the program uses.

Then attempt to set these on the terminal server.

I have been able to get some custom VB apps running like this that were
written by develpers while they were administrators of their own machines.

But in a Citrix /Terminal server environment a normal user could not run them.
