Windows 2003 Terminal Slow booting into Desktop

Hi,
We have a Windows 2003 server with Terminal Services installed.
During early afternoon, users were reporting when they logged on, they
would only get the blue background. No start menu or desktop icons. So
we restarted the server, now when Administrator logs on, we have the
same problem, after a series of troubleshooting steps, if we disable
the computer browser and dcom services, the server boots up fine, but
users can't print to the lexmark printers, and if we goto to the
dependency tab of any services, we get Win32: The RPC Server is
unavailable.
So we thought this would have to to do with DCOM, but if we start
Computer Browser by itself, there server goes back to the original
problem, If we have DCOM going the server is slow.
We tried to re-install service pack, but it errors out saying the
service pack was only partially installed, which in the svcpack.log.
update.exe extended error code = 0xf070.
But if we re-enable the computer browser service, then the dcom
service starts by itself no matter if we disable it (this is via
msconfig).
What can be our problem? We have been getting Event ID:10010
Source: DCOM. Description: failed to register in the timeout period (or
something to that effect.) We have tried the sfc /scanonce, then the
dcom errrors were being depressed. (As mentioned in the event viewer.)
Any suggestions or ideas would be much appreciated.
