When one adds a printer while logged in as Admin does these
settings cover all users? Problem I am having is the settings
for a printer are correct when I am logged in as admin but when
a user logs in the settings are not the same. Due to
restrictions on the TS server by GP we dont want to allow the
users to change or even access the settings for any printers.

So my question is how can I add a printer as Admin and it covers
all remote desktop users from that device/PC??
