Aaah, you mean that the XP machine is the rdp *host*!
I assumed all the time that the XP machine was the rdp client,
connecting to a Terminal Server.

Windows XP remote desktop connection is considered 'remote
console' - just like doing "mstsc /console" to W2K3 server.
Remote console sessions ignore some of Terminal Server settings,
including "Start a program on connection", Terminal Server
profile path, etc. Main reasoning behind it - remote console
session is still a console session, only viewed remotely,
therefore user experience should be the same whether logon
happens through RDP or locally.

You can use non-TS group policy setting for initial program -
see Computer Config\Administrative templates\Windows
Components\System\Logon\"Run these programs at user logon"
setting.
