If you have multiple internet access routes in the organisation then you
also need to ensure that the TCP/IP settings on the NIC attached to the
router has the router's IP address as the default gateway.
We have multiple NICs and multiple internet access points (for redundancy)
and occasionally run into problems where W2003 gets it's knickers in a twist
over which NIC uses which gateway.

Actually, that's one of the functions of a router. It is normally setup to
block access via all ports except those specifically opened. You'll need
to get into the router and see what ports are opened. It's almost a rock
certainty that you will also have to open the correct ports and add NAT
settings on the router to map your external IP address to that of the VPN
server....

I think the problem could well be with the router itself as you
mentioned. Looking at it's manual on the internet it looks like it is
operating a firewall all of it's own which I hadn't thought about.
