Ok, let me run through your other questions

1. gpupdate /force had no effect.
CORRECT

2.Is your server still in the Domain Controllers OU, which it
should be by default? You can check this in Active
Directory Users and Computers.
YES - CORRECT

3.On the Domain Controller Security Policy, uncheck
"Define these policy settings" for the "Allow log on through
Terminal Services", then run a gpupdate /force.
TRIED THIS - DOES NOT WORK

4.If you open up the Local Security Policy, the buttons
should no longer be disabled. Are they still disabled
(dimmed)?

YEP, STILL DISABLED (DIMMED)

The lists DO NOT MATCH.

The exact wording of the message is as follows:

"To logon to this remote computer, You must be granted the Allow logon
through terminal services right. By default, the memebers of the
Remote Desktop Users group have this right. If you are not a member
of the Remote Desktop Users group or another group that has this
right, or if the Remote Desktop Users group does not have this right,
you must be granted this right manually."
