This same problem exists on 2000/XP workstations, except that the excessive
CPU usage doesn't cause a problem because there's only one concurrent user.
Once you apply this to a multi-user environment like terminal server, three
users of an application consuming 30-50% CPU can cause a huge problem.

I'd try threadmaster first, because it's absolutely free. Applications like
Autema Armtech and Provision Networks Max-IT work on a fair share system,
i.e. dividing the CPUs like a pie between users, to prevent one user from
using more than their fair share of CPU time, if others are requesting CPU
time. If there are no other CPU requests, one user will be allowed access to
the entire amount.

I don't know of any native way to resolve your problem, unless you're using
Enterprise Edition, which inlcudes WSRM. The apps I recommended are far less
expensive and feature rich than upgrading to EE ro use WSRM (WIndows System
Resource Manager).

TameDOS exists, but I'm not a fan of using such a DOS specific program, when
I can purchase a product that addresses all processes.
