Terminal Services Only issuing 1 lisence in 30

We have a win 2003 box which is running terminal server. Its also the
lisencing server for TS.

On it are 30 Per Device TSCALS. The server says that it has successfuly
found a valid TS lisencing server and The TS config shows that the TS
server is set to Per Device lisencing.

there are over 15 sessions connected but when looking at the lisencing
only 1 lisence has been issued and 29 remain unused.

Is this a bug in TS? Or are the others using Evals? If they are how do
I get them to use the "live" lisences?

Any help would be appreciated.
