Thanks. I saw an earlier mention that this may not do what I want it to.
Does this tunnel in TCP 80 or TCP 443 or does it switch to 3389(?)? I am
looking for a solution that tunnels RDP traffic inside of SSL or HTTP.

Please take a look at Remote Desktop Web Connection.
It is installed through Add/Remove Windows Components
on your 2003 server. You can find it under:
App Server-->IIS-->WWW Service
After you have it installed, point your IE browser to
http://yourservername/tsweb
