Can't logon to the remote computer but it seems like has the permissions

To log on to this remote computer, you must have Terminal
Server User Access permissions on this computer. By default,
members of the Remote Desktop Users group have these
permissions. If you are not a member of the Remote Desktop
Users group or another group that has these permissions, or
if the Remote Desktop User group does not have these
permissions, you must be granted these permissions manually.

And when I use the Administrator or a member of Administrator or domain
Admin to
login,it is all right.
But when I use the domain user it will failed and popuped the error
information.

Environment:2K3 MFPS4
I have added the group to the permission tab of TS Configuration and
have checked the "Allow users remote this computer" in the "Remote"
Label of the System properties.
I also added the user in my Remote Desktop Users.

Any ideas or suggestion will be appreciated?
