Having more than 2 connections for Administrator

ISA 2004 FW on a Windows 2003 box. External NIC connected to ISP.
Internal NIC connected to a switch.
Two Windows 2003 servers (DC, etc) also connected to the switch.
We've been remote desktoping to the FW from anywhere in the world...and
then from the FW remote desktop to the internal 2003 servers. But only
2 connections are allowed at one time.
We purchased licenses for TS. One license code says "Windows Terminal
Server 5CAL" and the other one says "Windows Terminal Server". Both
license codes are in the format xxxxx-xxxxx-xxxxx-xxxxx-xxxxx.
With those license codes, is it possible to make it so that more than 2
"administrator" can log in?
