GPO to prevent IE, OE, and Address Book menu items?

Hello!
I have set up the security lockdown GPO for a couple of 2003 Terminal
Servers using the MS article here
http://www.microsoft.com/downloads/details.aspx?FamilyID=7f272fff-9a6e-40c7-b64e-7920e6ae6a0d&DisplayLang=en.
One strange behavior is that every new user gets a menu item created for
Internet Explorer and Outlook Express on their Start > Programs menu, and an
Address Book item on the Start > Programs > Accessories menu.
In a GPO, how can I prevent the creation of those three menu items? I can
clean them up after the first login, but that gets to be a pain.
