Yes, it *will* work with your already purchased W2K Per Device TS
CALs.
You can install your existing W2K TS CALs on a 2003 TS Licensing
Server without problems.
The scenario which I tried to describe below is when you need to
purchase *additional* TS CALs. W2K TS CALs are not for sale
anymore. New licenses are always 2003 TS CAL, and you use your
downgrade rights to use them as W2K TS CAL.
In this scenario only, you *must* buy these new licenses as Per
Device, not Per User.

Yes. No problem.
The *only* scenario which won't work is this one:
suppose you have W9x or thin clients, which require a
purchased TS CAL when they connect to your W2K Terminal
Server. Also suppose that you need to buy more TS CALs. Since
you cannot buy W2K TS CALs anymore, you have to buy 2003 TS
CALs. Fine, no problem, since the default behaviour of a 2003
TS Licensing Server is to issue a 2003 TS CAL, if no W2K TS
CAL is available (as explained in the White Paper).
BUT: if you made the mistake to buy 2003 *Per User* TS CALs in
this situation, you would have a problem, because the W2K TS
will not be able to use 2003 Per User TS CALs.
But as long as you buy and install Per Device TS CALs, all
will be well.

You are right, and they are wrong, Mike.
A 2003 TS Licensing Server is completely backwards
compatible. It contains the "Existing Windows 2000 per
Device TS CALs" which are issued for free to XP Pro and W2K
pro clients, when they connect to a W2K TS. And it can
handle all types of purchased W2K TS CALs as well.
There is excellent documentation, with lots of examples
about a mixed W2K / 2003 TS Licensing scenario in this White

Can my current Windows 2000 terminal server licenses be put
on a Windows 2003 terminal server license server to issue
licenses to clients accessing my two w2k ts servers?
My problem is that I am being told by my coporate offices
that I must upgrade my terminal servers to Windows 2003 or
take them offline by March 31st. They are upgrading all
domain controllers to Windows 2003 and they are telling me
that 2003 will not issue 2000 terminal server licenses.
Preferably, I would like a link to a microsoft kb article
that I can point them to, but if you don't have that, any
info would be greatly appriated.
If nothing else, I know I can use Microsoft KB article
239107 to point my terminal servers to a license server
that is on it's own domain or workgroup, right?
