As wel not everyone can go out and purchase the latest versions of software.
A little thing called money. Besides, many pieces of software can't simply
be upgraded because of dependencies, size, etc. For example, ever try to
upgrade peoplesoft or SAP or even office when Access is used? It is hardly
ever a simple matter to say 'upgrade'.
