Problem running Remote Desktop to domain computers for users

Hi!!!
We are running Win2003 sp1 on our server and Winxp on all clients in
our domain. Now we are trying to allow users to work from home using
the built in vpn server in win2003.
The thing is that we would like users to be able to connect to the
workstation at work using Remote Desktop.
Let me give you a scenario,
The user connects from home over Internet to the network at work using
VPN. When the user is connected to the network at work, he/she runs
remote desktop to his/hers computer at work.
Now to the problem,
Everything works fine until the user tries to Remote Desktop to the
computer at work,
He/She receives an error like this "You don't have sufficient rights to
run interactive mode" (translated from Swedish), if I try to Remote
Desktop with the Administrator account everything works.
(The user has no problem Remote desktop the server, only to the
clients.)
We are running Windows firewall on all the clients, settings controlled
by gpo. There must be some setting that I have missed somewhere, does
anyone have any idea what setting?
