Windows 2003 remote desktop non-admin users



We have Windows 2003 server with Terminal Services installed in Remote
Administration mode. We need to have a non Administrator user to log on
remotely. Google-ing around I found that there is a limitation (or a
design?) in Windows 2003 preventing this: is there a workaround to
solve the issue?

My problem is the following: a customer, a school, uses an application
based on Sybase Anywhere 5.0, which is installed on the server.
According to the software developer, the db engine cannot be started as
a service on Windows 2003 (it always fails with an error). So, to use
the application we need to log on interactively and start the db
engine. I'd like to delegate this task to an operator but I don't want
to give away Administrator rights just to start the application. The
operator must login remotely, as the server is in a physical-access
restricted area.

Any advice?
