Terminal Server 2003 configuration for users and administrators

How do you appropriately configure a 2003 Terminal Server so that
Administrators have full unrestricted access to the machine, but the
users can only run one program once connected? I'm reading the white
paper on locking down Terminal Server, but it's slightly confusing
since it seems as if it's all or nothing. In other words, there is no
distinction between different types of users. Anyone have experience in
this area? Thanks.
