What you would be doing is having your users connect to a virtual desktop or
connect directly to Internet Explorer that the users would then use to bring
up the web page. Think of terminal services as a fat client desktop without
the hardware. I would also recommend picking up Brian Madden's book

and Benny Tritsch

both of these will be invaluable guides. Terminal Services is not something
you want to implement without knowing what your doing.
