On a native Windows 2000 Terminal Server, that's correct.
COM port redirection *is* supported with a number of 3rd party add-
ons on top of W2K TS (Citrix being the most well-known), and with
native Windows 2003 Terminal Services.

On a plain vanilla W2K TS, if you try to access the COM port, you
will get the servers COM port. That's usually not what you want on a
multi-user system.
