Terminal services access via internet and office licenses

Folks :-
I have been asked to comment upon the feasability of allowing users to
access MS Office running on a Windows 2003 server via terminal services
over the internet and work out how much it would cost. The clients
would be home PC / non standard build PCs. The users would all be
company employees.
Technically I guess the clients could gain access via the Terminal
Services activex control if they did not already have remote desktop /
terminal services client installed. I'm not keen on the security
issues, but that's a different problem.
What I'm really not sure is how the licensing would work out. Given
they are employees then I guess the TS External Connector License is
inappropriate. Given the devices are undefined but the users are then
per user licensing is the way to go. I believe I have to get licenses
for all the potential users and not the maximum number of users logged
on concurrently. Also I've no idea how licensing office would work out.
Do I need the same number of office licenses as I have potential users,
concurrently logged in users or given these are employees with Office
2003 installed on their office desktops, no additional licenses need to
be bought. (My reasoning here is I believe Office 2003 includes a use
at home license and if you're access office on a TS box then you're
using it at home....)
Is there something I've missed on the MS web site that illustrates this
I'd be grateful or has someone else done this?
