There is one last thing you can do to find out why these clients
can connect (other than some mysterious flaw in the Licensing
Manager): run the TS Client License Dump utility from the Resourcit
Kit.

You run this on the client, with "tsctst.exe /A". It will tell you
the type of license and the LS which issued it. Can you post that
information here?
