If you use Session Directory and NLB sessions will be split evenly between
all machine in the NLB cluster so if you have 3 machines 1/3 of session will
be on each machine. However there is no way to limit the number of total
sessions across all or any single machine. this can be done without
purchasing anything

my suggestion is that if you use NLB be sure to configure it to use
multicast (you will need to have a hub or alterantively use a switch that is
configured for multicast). Also make sure you have no affinity set and only
NLB port 3389 (best apporach is to have one adapter on one physcial network
segment just for NLB 3389 and one adapter on a different network segment for
everything else.
If you have a F5 load balancer you can use WMI scripting to look at any WMI
counter to base you LB on. Again the link above provide a WMI script to
show you how to access the total number of users on a server - you would
need to convert this into the format required by an F5 load balancer.
