For your Windows 2003 TS, you need to have:
1.) Windows Server 2003 server license for the server
2.) Windows Server CAL for each device or user as appropriate
If the user/device already has an SBS CAL, then this requirement is met
3.) Windows TS CAL for each device or user as appropriate
If the machine that is connecting had a Windows XP Pro license that was purchased before April 24, 2003, then you are eligible for a free TS CAL for it
4.) Any other required licenses, for example each physical device that will be running a MS Office app on the TS server needs to have an office license
