Yes, got one for the TS Member server and a SBS 2003 licence for the Domain
Controller.

Each PC has an SBS CAL

About 5 of the 20 PCs connecting to the Terminal Server were bought before
that date. How do you get a free TS CAL?

We have an Office licence on the Terminal Server for each PC that will
connect to the TS

So ... what you're both saying is that there is no way around it - you must
buy TS CALs for XP clients purchased after 24 May 2003. Is that right?
